Whats the significance of a laurel wreath and a fleur de lis used together?

I'm trying to identify a little girl in an old photo. Could be my grandmother, who was an orphan and thought her last name was LaRae. The photographer's logo is imprinted on this late 1800's to early 1900's photo, along with the name "Neal." I'm looking for the photographer who could be from anywhere, but maybe Nova Scotia (or Canada), Arkansas or Tennessee.

Probably a weird question for this site, but I am desperate!

Whats the significance of a laurel wreath and a fleur de lis used together?
It probably means "YOU WON",,,
